That's what Fog Creek Software does, and it makes a lot of sense to me:

Under that system, a woman might still have the challenge of convincing 
her manager that her skills or job scope have increased to the point 
where she should move up the ladder. But if salaries are common 
knowledge and are standardized by level, then a great deal of the 
subjectivity and disparity are removed. (Not all, because the evaluation 
criteria still contain subjective elements, but a great deal.) And if 
all of the company's female employees are ranked as junior, and never 
seem advance to more senior levels, that will become apparent to both 
employees and management.

This model gets more complex if the company has employees in multiple 
locations, because "market rates" vary by location. But geographic 
cost-of-living data is readily available, and could be used to adjust 
salaries based on location.
